Aside from being weirdly malevolent, printer cartridges are quite wasteful in most situations because they're designed to be thrown away once empty. Los Angeles is trying to fix that by banning any single-use ink or toner that can't be properly recycled or that doesn't have a take-back program from the vendor. The new ordinance still needs to be fully approved by the City Council.
